The aim is to establish and maintain a pan-European academic network in the disability field that will support policy development in collaboration with the Commission's Disability Unit.

ANED maps and monitors existing EU laws and policies as well as the national disability policies of 35 EU Member States, Candidate and Associated Countries. They provide summary policy data in the DOTCOM database as well as annual publication of comparative statistical indicators
Each year, they assess evidence relevant to progress on the EU2020 Strategy from a disability perspective (focusing on the headline targets for employment, education and poverty reduction) with analyses of social policy developments relevant to the EU2020 Strategy.
In addition, new themes or topics are identified each year for additional focus reporting.

The Academic Network of Disability Experts (ANED) supports the European Commission and the EU Member States by providing independent scientific advice, analysis and information on EU and national disability policies and legislation, links of national policies with the EU level, as well as information about the situation of persons with disabilities.
Thematic priorities for ANED’s annual work programmes in fields as employment, education, health and social protection are discussed and agreed with the European Commission, to ensure relevance for the main priority issues for EU citizens with disabilities.

The need for the project:
Based on data of Eurostat it can be estimated that there are approximately 80 million EU citizens with disabilities.
The EU and its Member States cooperate to ensure the enjoyment of their rights of EU citizens with disabilities and their participation in society on an equal basis with others as provided in the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and the EU Disability Strategy and relevant EU legislation.

Each year they assess evidence relevant to progress on the EU2020 Strategy from a disability perspective.
The research and reporting activities of ANED are organized according to themes negotiated between the scientific team and the European Commission.
This includes both recurrent activities and new themes developed each year.

The research and reporting themes are relevant to:
1) Accessibility (enable persons with disabilities to live independently and participate fully in all aspects of life.) You can find different reports regarding different countries report about disability assessment procedures (such as the Cyprus report for disability assessment)
2) Education/Training (States Parties shall ensure an inclusive education system at all levels and life long learning)
3) Employment (the right of persons with disabilities to work, on an equal basis with others)
4) Health (the right of persons with disabilities to work, on an equal basis with others; this includes the right to the opportunity to gain a living by work freely chosen or accepted in a labor market and work environment that is open, inclusive and accessible to persons with disabilities. States Parties shall safeguard and promote the realization of the right to work)
5) Independent living (States Parties to this Convention recognize the equal right of all persons with disabilities to live in the community, with choices equal to others)
