Purpose of methodological recommendations is to describe the possible cooperation mechanism to develop a shared vision of the actions of health professionals, educational staff and social service providers in addressing special needs at an early age.

Early Childhood Intervention aims to provide valid and positive action to promote early childhood development, family involvement, quality of life and social inclusion. Providers should be responsible for ensuring that all families have access to correct and relevant information about the health, social and educational services they need.

Inclusive learning intervention logic: (What specific objective is the resource intended to achieve to contribute to the overall objectives?)
The development of a child till the age of 7 is the most important stage of personality development, which is the basis for the further development of the child. What happens at this stage in the child's life affects the child's cognitive, health and social development. Therefore, collaboration between all those involved in the child's life and development: family members, family doctor, preschool educators, psychologists and other professionals is very important and can help prevent and acknowledge early developmental disorders and provide the support needed.
Objectively verifiable indicators of achievement: (Which indicators clearly show that the objective of the actions/resource has been achieved?)
Methodological recomendations aims to:
- Promote collaboration between medical and educational staff and social service providers to reduce early childhood risk factors.
- Describe possible preventive measures to identify special needs at an early age.
- Provide information on institutions and professionals implementing the cooperation mechanism for early identification of special needs.

Early childhood intervention services must be provided and are viewed in folowing aspects:
- physical development,
- cognitive development,
- communication and adaptation,
- social or emotional development.
