Purpose of the material is to support educators of educational institutions in ensuring equal education opportunities for all students.

Objectively verifiable indicators of achievement: (What are the key indicators related to the overall objectives?) 

Methodological material is introducing the idea to develop "education for all" - beyond placement in a mainstream setting where learners can be integrated in the same physical environment but do not always have the same learning experience as their peers.

Sources and means of verification: (What are the sources of information for these indicators?) 

The material takes into account political and academic perspective on inclusive education. It analyses local (Latvia) and global tendencies and acknowledgments on inclusion from where the perspective on following steps for education system of Latvia are taken.

Specific purpose of the inclusive learning resource

Inclusive learning intervention logic: (What specific objective is the resource intended to achieve to contribute to the overall objectives?) 

Tasks of the material:

• developing a shared understanding of inclusive education;

• Help the educational institution and each educator to analyze their actions and attitudes.

Objectively verifiable indicators of achievement: (Which indicators clearly show that the objective of the actions/resource has been achieved?) 

Educational institutions are currently undergoing a process of change that calls for a reduction in student exclusion due to differing educational and development needs. The educational institution must be able to accept diversity, provide or adapt to it, and adopt a proactive rather than reactive approach.

Sources and means of verification: (What are the sources of  information that exist or can be collected? What are the methods required to get this information?) 

There is a commitment in international documents to ensure the right of all learners to inclusive and equitable learning opportunities. Given the Latvia's governmental policy objectives, defined as a system of laws, regulations, operational programs and funding priorities, ensuring a quality education for all learners is a major challenge for the Latvian education system. There are several target groups in the provision of inclusive education - children and young people at risk of exclusion because of development, ability and health, social conditions, as well as children and young people of Latvian nationality who have returned and were born abroad.

Each educational institution should have access to community support services to address the basic health, social and emotional needs of the learners (e.g. access to therapy and medical services, pedagogical psychological assessment, etc.).

Positive and respectful interaction (cooperation) between educators and learners should be ensured in the educational institution.

Support the teacher in the process of change by improving how he / she manages the learning process, identifying the causes of the problem, adapting the learning environment and enabling the learner to use ICT in the learning process.

Working with parents, it is important to provide common requirements for  learner behavior and teaching-learning process needs.

In order to succsessfuly implement inclusive education process in school and to provide appropriate and timely support to learners, the educational institution must effectively participate in educational environment (e.g. looking for innovative ways to receive support and exchange experiences from different schools - development centers, etc.).
