Title of practice: Indonesia ensuring education for Special Need Students
Author/developer: Rhonda Faragher, MoChen
Language: English
Description of good practice:
There are two types of education for students with IDD in Indonesia: segregated schools/ special schools and regular or inclusive schools.

Similar to regular schools, special schools consist of 1 or 2 years of kindergarten,6 years of primary school, 3 years of junior secondary school and 3 years of senior secondary school. There are several types of special schools designed for students with various disabilities: vision, hearing, speech impairment, intellectual or physical disabilities, Autism, Down Syndrome and so on. According to Kemdikbud (2017), the number of special schools is insufficient to cater for all students with disabilities. In order to fill the gap, increasing the number of inclusive schools has gained popularity since the beginning of this century.

The Indonesian government has officially endorsed inclusive education through Law. Indonesia has also ratified the UNCPRD in 2011. More recently, in April 2016, the Indonesian government also endorsed the Disability Act No. 8/2016, recognizing the rights of persons with disabilities to be inseparable from the equal rights of all members of the human family, including access to employment opportunities. Law Number 20 Year 2003 on National Education System stipulates that all citizens with all types of disabilities be provided with compulsory education.

The Regulation of the Minister of National Education Number 70 of 2009 states that each district in Indonesia has to appoint at least one primary and one secondary school to cater for students with special educational needs. In addition, each district has to provide at least one teacher along with necessary equipment and tools to cater for those students.
